Universal binding declaration of a collective agreement

The Universal Binding Declaration (AVV) is a decision by the Minister of Social Affairs that makes a collective agreement applicable to all employers and employees in a specific sector, including non-organized employers. This ensures fair competition and prevents employers from circumventing the agreement by not joining an employers' organization. The AVV is especially important for sectors with many labour migrants.

Through an AVV, the collective agreement also applies to employers not affiliated with an employers' organization.
